Subject: fix: default the timezone pin to Asia/Jakarta

The locale module was shipped without a configuration file, so Calamares used
its own fallback for the starting location: America/New_York. Neither
locale.conf nor welcome.conf enabled GeoIP, so nothing ever moved that pin.
Unless the user noticed the map on the locale page and clicked Jakarta
themselves, the installed system got New_York -- which is what "the installer
said Jakarta but the clock is wrong" turns out to be: the language and keyboard
came out Indonesian because those are picked from visible lists, the timezone
did not because it is picked from a map that was already showing a plausible
looking pin.

GeoIP is left off deliberately: it needs a working Internet connection, which
an offline install does not have, and where there is one it would undo this
default for anyone installing from abroad.
